The only LV2 recording plug I'm aware of is screcord.

It is made for running on MOD devices, but works as a plain LV2 plug as 
well. It has a mono, stereo and quad recording module. Still there are 
not more controls then start/stop record, vumeters and clipping 
indicators, but they are forwarded to the host so should be usable on CLI.
