Turning off prelink gets a running system, but not an entirely functioning system. Gnu Common Lisp (gcl) won't build, for what appears to be a very similar problem. After making a personality call (set 0x40000, which is no random addr), one gets the similar pattern of mprotect failures...after which gcl build program raw_pre_gcl goes into an infinite loop, attempting to re-execute itself in the new personality state, which appears to segv. Looks very much like the prelink bug.
