2.98: iptables startup fails due to missing module ip_conntrack_netbios_ns

On a fresh 2.98 install, iptables-config sets IPTABLES_MODULES="ip_conntrack_netbios_ns", which causes that module to be loaded when the iptables service is started. The module does not exist, however, so iptables startup fails.
