ISTR = I seem to recall

UP = UniProcessor (as opposed to SMP, Symmetric MultiProcessor)

  UP kernels will work fine on machines with multiple CPUs, they just won't 
initialize more than one.  (I'm not well-versed in the electrical side of 
it, but I suspect the non-active CPU might still use electricity.  Minor 
downside.)
