The Government of Australia needs be more open and transparent in their
Public Cyber-Security-Breach Reports.

Need is for Public Report of Breaches to identify specific effected
Operating System Versions and count them.  


All systems may be at risk, while non-reporting discourages attention
from users with the effected systems.
