Okay, my GCP VM is in the USA, but I started it in about 2015 and it has had 100% uptime. It's a small one with 1GB of RAM and 10GB of disk, but it has served me well as an encrypted git repo for my password store and on occasion as a Quassel IRC server. The cost? It has fluctuated between 13 and 20 Australian Cents per month.
