Brian makes some great points about the broader issues of trust in the 
integrity and competency of new maintainers.

But it seems that we are now wondering if the alleged xz maintainer even is a 
real person.  This could be addressed by the GPG web of trust, checking 
government IDs, and having video calls to interview people.
