What you describe above is simply a technical status, not cause.

Most likely it is technical inability to set up a mailing system/server 
appropriately, which as you know is very common, if not the default 
state of mail systems. To infer "deliberate made it difficult" seems a 
bit far fetched, not least because people tend to not put that much 
effort into anything. Purposely misconfigurating a mailing system, well, 
that's probably much easier done by just not configuring it upon 
installation? :) Is that malicious? I'd agree it's (very) unwise, but 
nothing beyond.
