bug#381: bug#381: automatic e2fsck asks for nonexistent root password

Just now Aaron Swartz made 15 LEDs in my apartment flash with this:

Running fsck automatically would violate our policy of not modifying
the host system unless the user explicitly requests it.  If fsck does
run without you manually running it, then that is a worse bug.
