The original BSD license has a copyright notice of the Regents of the
University of California.  Other people who have used the "BSD"
license (and have LICENSE = BSD in the gar Makefiles) have nonetheless
included their own copyright notices on their own work -- which is
appropriate.  That means that the actual text of the license of a
"BSD-licensed" work varies importantly from work to work, and they
probably can't all use the same license text!

This bug was too broad to begin with, and has probably been mostly
addressed (TEN MONTHS AGO).  If there are any packages remaining that
still have a license problem, please file a separate bug for each one.
