bug#291: device-list license clarification needed

  Hi John.  As we're getting close to release for our LNX-BBC project,
  (http://www.lnx-bbc.org) we're having to clarify licenses on everything 
  we're including.

  You maintain the dev node assignments as shown here:
	http://www.lanana.org/docs/device-list/devices.txt

  In that place you state that the document is public domain, but
  then go on to express a handful of either restrictions or heavy 
  suggestions.  The document is clearly intended to stay in sync with
  the kernel, which is under GPL2, and modifying it without staying
  in sync wouldn't be terribly useful, I'd think.

  So, any extra comments you can make on what terms you felt were 
  represented by the words "public domain" would be helpful.  It 
  needn't be long or legalese.

  I've cc:d our bugbase system;  if you reply including that address,
  then our developer team will be able to act on your clarification
  directly.  FYI the kernel we'll be releasing with is 2.4.18 with 
  some minor patches.
