remove bbc-config, and convert news program to use garpkg instead of
the somewhat duplicative thing I had written earlier

Nate, here is a great opportunity to test garpkg post-install scripts --
manually create and sign a garball which contains only a single
text file with a postinstall script which invokes a dialog --msgbox command
to display that text file.
