bug#298: CVS online for committers; use web otherwise

  There is at the present time a nasty security bug in pserver, so we 
  shut it off.   This is not a bug - it's a safety feature, at least
  until pserver for debian/sarge is repaired.

  It is still possible for authorized committers to gain direct access;
  an ssh account on gar is sufficient.

  The option "download tarball" at the bottom of the CVS browsing page 
  at the website,
	http://gar.lnx-bbc.org/cvs/gar/gar.tar.gz?tarball=1

  ...is functionally the same as an anonymous checkout, because it does
  a checkout directly on gar, piping it up to you as a tarball.
