Your requirement is the same as what we've previously referred to as
"build profiles".  Nate, Nick, did we figure out the proper way to
handle them?

The basic idea is that there will be environment variables which can
be set to affect how compilation proceeds at every stage.  GNU make
supports the equivalent of C's #ifdef, so a single Makefile can
compile differently depending on the way environment variables are
set.  I think the outstanding questions, when this was last discussed,
were which environment variables to use, and how to organize the meta
packages so that they react appropriately and flexibly to these variables.
