bug#317: changes to bbc-contents

I'm about to commit a number of subtractions from bbc-contents. These
subtractions fall into two categories:

1) Packages which need fixing in order to build with glibc 2.3
2) Development tools

In the first category are disk/lde, net/iproute2, and net/wvdial.
These packages have various source compatibility problems which I
believe are related to glibc 2.3. We could probably fix these with
new upstream versions.

The second category consists of devel/bison, devel/flex, devel/gcc,
devel/make, devel/nasm, devel/pkg-config, utils/binutils, and
utils/cvs. I think that using a stock BBC as a development platform
is silly. That said, I think that there is merit to having a separate
LNX distribution which includes them. As far as the BBC is concerned,
though, we have a downloadable package system for packages which 1) do
not further the core goals of the distribution and 2) might still be
useful in some situations.

In reality, devel/make and devel/gcc are dependencies of other
packages (boot/minit and utils/ltrace), and devel/gcc brings in
utils/binutils. A note in utils/ltrace claims that ltrace only uses
libiberty from devel/gcc, so that dependency tree can probably be
pared down to just lib/libiberty (WNPP). For now, I've taken out
utils/ltrace, too.
