This ends up getting expanded somewhere along the line as part of reading the
Makefile, when clearly it is only needed when the web page targets are used.
As a result, running 'make build' in meta/lnx-bbc had about a bazillion cvs
processes in its process tree.  I know this because each little cvs invocation
took a few seconds and produced a little error message.
