bug#341: non-versioned upstream files

Both devices.txt and wavemon are currently OK with respect to the
latest upstream versions.

What we really need is a slightly friendlier mechanism for dealing
with upstream files which change without changing their filenames.
The famous problem with this used to be the net/becker-ethernet-tools
package.

I will retitle this bug and set it to wishlist.
