STABLE is supposed to be the branch that receives code which has been
tested and shown to perform to some standard (admittedly, this
standard has not been specified yet).  However, committing changes to
STABLE first, before committing to HEAD where the testing occurs,
displays a clear disregard for this policy.

Neither Nick nor I can find any missed merges in either the branch
report or cvs rdiff.

I did take fully 31 seconds to commit memfetch to HEAD after committing
it to STABLE, but I didn't so much as get a drink of water in between.
