The current lnx-uml build requires all of the same things that an lnx-bbc build requires, plus a uml kernel installed in the PATH so that it may be invoked by the "linux" command. On Debian sarge and sid, you can meet this requirement by installing the user-mode-linux package. The lnx-uml image will by default not include any modules. It should theoretically work with any working statically linked uml kernel, but I have not tested this. The kernel provided by Debian's user-mode-linux package is not statically linked. Its modules are installed in /usr/lib/uml/modules and I have been manually including them in my images by copying that directory into /lib in the singularity DESTDIR, then running "make clean" in the meta category, and building in meta/lnx-uml again. To boot the lnx-uml image, there is a "run" target in meta/lnx-uml. It depends on "build", but if you build and run in separate make invocations, the timestamp that the build target produces and the run target looks for will be different.
