kernel versions

As dire chance would have it, the first package to fail a
paranoid-fetch is kernel/user-mode-linux, the reason being that
late-version 2.6 kernels include UML sans-patchez, and so patches for
early-version 2.6 source are no longer available.  I've bumped the
kernel version up to the latest release, and discovered that there is
no corresponding version of linux-libc-headers, which leads to my
questions....

What are the ramifications of a slight version skew between the kernel
and the linux-libc-headers?  Am I right to assume that the whole point
of userspacerized kernel headers is to allow userspace to safely trail
the kernel by a few revisions?
