Depends on which value of "have" you use.

The package that does this is 'chntpw'.  We do not include it on
the lnx-bbc disk image because it is not free software (more
specifically, it is not licensed for commercial use).

However, a package for it does exist in the project tree 

http://cvs.lnx-bbc.org/cvs/gar/utils/chntpw/

So, provided it still builds, you could make a custom disk with
it on it.
