libgcc2.c:41: stdlib.h: No such file or directory

after entering into the direcotry meta and doing a
make build ... make starts to build the cross compiler i get a
libgcc2.c:41: stdlib.h: No such file or directory and compilaton of gcc 
dies.
any ideas?
