New branch *dev_bd*

Dear coreboot folks,


I think, it’s hidden in the leadership meeting minutes [1], but still, 
it’d be nice to have an announcement on the list about the new branch 
*dev_bd*, as it shows up for people doing `git remote update` and also 
in the Gerrit interface.

I assume *dev_bd* abbreviates *development* and *ByteDance*. Is review 
welcomed for changes targeting this branch? For people not wanting to 
see this in the Gerrit interface, do you have hints how to hide it?

Anyway, it’s great to see upstream work from ByteDance!
