Release of bluez-libs-2.15 and bluez-utils-2.15

Hi Folks,

I released new stable versions of the Bluetooth library and also the
utilities. These releases are adding a lot of new functions to the
Bluetooth library and they enable the support of the RFCOMM service
level security where possible. The raw mode only devices are now also
fully supported.
