Release of bluez-libs-2.20 and bluez-utils-2.20

Hi Folks,

I released new stable versions of the Bluetooth library and also the
utilities. These releases fixes the crashes with the D-Bus support and
add preliminary support for the extended inquiry response (EIR) of the
upcoming Bluetooth specification "Lisbon".

All the support for EIR is fully untested, because currently no device
or firmware is available that supports it. Hopefully after the next
UnPlugFest in Praque we will see some movements in that direction.
