Release of bluez-libs-2.21 and bluez-utils-2.21

Hi Folks,

I released new stable versions of the Bluetooth library and also the
utilities. These releases fixes some problems with the textfile library
and they close some memory leaks. Please test the hcid and its device
name cache.

This will also be the last release that includes support for the old
D-Bus 0.23 API and library.
