Release of bluez-libs-2.22 and bluez-utils-2.22

Hi Folks,

I released new stable versions of the Bluetooth library and also the
utilities. These releases are introducing the new D-Bus interface for
BlueZ. This new API is still considered experimental, but it gives you
some ideas on how it will look like. And as announced with the previous
releases, the support for the old D-Bus 0.23 library has been dropped.

I also changed the default prefix to /usr/local and so the package
maintainers should keep this in mind. The README contains the important
configure options that should be set to install everything at the right
place on the filesystem.
