Release of bluez-libs-3.6 and bluez-utils-3.6

Hi Folks,

this is an update release of the new stable versions of the Bluetooth
library and the utilities. This release contains another bunch of fixes
for various issues of the D-Bus based API. It also extends the API with
support for periodic discovery.

And again, I would advise all package maintainers to move to these
versions as soon as possible.
