you know that you could re-use the Nokia host stack subsystem  
qualification for BlueZ and not do this again?

Anyway, what you want is a combination of hciconfig, hcitool and dbus- 
send command to pass the qualification. I don't remember them exactly  
with the test cases in question, but I know for sure BlueZ with a PICS  
document with everything enabled will pass the qualification. I would  
have to look them up.
