This might just have been a temporary artifact of the link being 
posted on this list and causing a sudden and significant surge of 
people trying to access the repo at the same time; this can look 
like the start of a DDoS[a]. i just accessed that repo now without 
issues, and without being signed in to GitHub. i'd be interested 
to know if it's still inaccessible to you.

both sudden significant surges of traffic to small Web sites and 
to Web sites more generally.
