Carl, It's a feature. :) When a process is migrated the deputy stub is treated like a kernel daemon in that it no longer has its own memory space, hence the [brackets] surrounding the process name. If you look at all the other kernel daemons, they also have nothing in /proc/<pid>/cmdline. Specifically, cmdline returns the mm->arg_start to mm->end string and once a process has migrated its memory pages are all removed from the deputy so there is no longer an p->mm struct to retreive cmdline info from. If my understanding is wrong, someone please correct me.
