No, openMosix is totally useless for that.. oM is not a ressource aggregator, hosts are totally separated. Plus oM works on process level, not on VM level. Basicly the Xen clustered isn't very hard to do, just a userspace daemon that move VMs around using xen live relocation when ressources are exhaust and you're done.
