In om - 2.6.17-22 the decision to migrate processing is moved out into
userspace, even thoug hthe kernel does the work. This make it simpler to
coordinate between nodes as to who has the resources available to take a
process. This definitely moves further away from the pure SSI model, but has
its other advantages.
