rsh - problem

The configuration of Red Hatlinux 7.3 for rsh and rlogin,I done the following steps according to the instructions ( from yesterday mail ) but it does't work.
1- host.allow
2- host.deny
3- /etc/securitty
4- /etc/xinetd.d/rsh
5- /etc/xinetd.d/rlogin
There was no " /etc/hosts.equiv " file, i created it, and add the entries.
It still asks for the password.
