mhmm, maybe you are using the wrong kernel includes ... ?
try that :

cd /usr/src
mv linux linux.org
ln -s linux-2.4.21 linux
cd /usr/include
mv asm asm.org
mv linux linux.org
ln -s /usr/src/linux/include/linux .
ln -s /usr/src/linux/include/asm .
ln -s /usr/src/linux/include/hpc .
cd /usr/src/linux
make clean
make bzImage

maybe that helps ;)
