ok ;)
first about the shell.
You can execute :

    echo $SHELL

the you will know which shell you are using.
If "bash" you need to set teh QTDIR environment by "export ...",
if csh you should use "setenv ...."

about the qt issue.
You should use the latest qt which is installed on your system.
Then you also need the "devel" package of qt to be able to 
compile qt-applications (e.g. on redhat system this package is
called "qt-devel-[version].rpm)
In you case i guess you have it installed already. 
Then you can execute :

   export QTDIR=/usr/lib/qt-3.1
   make

and it should compile ok then ;)

btw: you might also try to install and rpm-package of openMosixview
which fits to your linux-distribution. Then you do not need to re-compile.
