Summary: Secondary init node can hang while booting into cluster

Initial Comment:
In certain circumstances the secondary init node can hang while booting into the cluster. I was able to reproduce this hang in SSI-1.9.3 pre-release when booting a secondary init node into a cluster that already has a non-init node booted into the cluster.

The problem was with do_discover_mount() hanging while attempting to mount
the non-init node's cluster udev during postroot because at the time of the
call the non-init nodes haven't been told about this new node joining the
cluster.

Fix going into 1.9.3
