Summary: Node stuck in UCLEANUP

Initial Comment:
Debian 1.9.2(ish) Sid.

I've got a node that's been in UCLEANUP for quite some
time.  Looks like init has forgotten about it.

Any attempt to reboot the node just leaves it in the
"waiting to join the cluster" state.

I can force the node into the DOWN state with
clusternode_setstate, so I guess that what happened is
that somehow rc.nodedown exited before getting to the end.
