Summary: syslog often hangs on init

Initial Comment:
when syslogd is started it does the usual fork stuff to daemonize itself.

Unfortunately it has a (non-ssi related bug) - if the child syslogd dies before parent is ready the parent hangs forever.

This bug seems to get tickled by openssi quite often, leaving a node hung in COMINGUP state.

(syslogd bug - hangs if child dies.  OpenSSI bug - syslogd seems to die on startup quite often).
