UPDATE: quotaon -av shows that the quotas are enabled.
 Permissions on the quota files are 600.  quotaoff -av
takes tremendously long to complete - if it ever does.
 quotaoff enters uninterruptible sleep.  The ext3
filesystem with quota enabled is CFS chard mount with
noatime, usrquota, grpquota.
