OK, so basically load level is enabled but it can balance the load 
throughout your entire nodes, am I right? I guess that's because your 
program either:
a. Multi threaded
b. Do heavy I/O (disk perhaps?)
c. Use SysV shared memory
d. run quite fast
e. the destination node can't handle the load, thus it is preferred to 
stay

Can you tell us the characteristics of your application? Possibly 
mentioning ita name and its version too?
