How about trying
"find / -name cluster.h" ?

If it still can't find the location, you might also want to try installing
the source code and by then it should be found in
YOUR_OPENSSI_SOURCE/include/linux.

As for the documentation you might want to try CI-Linux project page.

Note that it doesn't have documentations for every functions in cluster.h,
but it has documentations from CI-Linux project, which includes functions
related to the cluster status (e.g. cluster_maxnodes(), cluster_name(),
etc.)
