So, /cluster/lib/cfstab doesn't exist.  This is bad.

On my system:

    # dpkg -s /cluster/lib/cfstab
    mount: /cluster/lib/cfstab
    # dpkg -l mount

What version of mount do you have installed?

What is in your /etc/apt/sources.list file?
