Perhaps, but the comment in the chunk of file you included claims
otherwise.  My money is on the comment.

I can't comment on how to successfully edit that file.

As for which CPUs you're targeting, that's a Linux config option.
Linux has an elaborate configuration system.  Read the README that
comes with the (in this case, modified) kernel sources.  You can edit
.config directly, or you can do 'make menuconfig' or 'make xconfig' or
various other things.  But you still want to read that README.  It's
straightforward once you learn the basic process.  I'm used to the BSD
system of kernel config files ;)
