the register layout but kept the same PCI vendor and PCI device
ID, they should at least have changed the PCI subvendor ID or PCI
subdevice ID, or possibly the PCI revision code, or PCI class
code, or possibly changed the PCI BAR regions. In other words,
they would need some way for their driver to differentiate it from
the original board so can account for any changes to the register
