Are you sure you're installing version of apt (and synaptic) built for x86_64? Sounds to me like you're trying to install i386 apt package which fails because the necessary libraries (popt, rpm etc) are 64bit, not 32bit like the package expects. Either rebuild the apt package from src.rpm yourself or find an x86_64.rpm package for Suse. - Panu -
