A apt-0.5.15cnc6 problem in Fedora Core 2

Hi...
I am trying to install a 2.6.8 kernel into atypical directory so that it
can share to other diskless machine. Here it's my procedure:
In Fedora Core 2 (i386), the apt comes from
apt-0.5.15cnc6-0.1.fc1.fr.i386.rpm

1. To avoid to re-install some base packages, I copy RPM DB to cheat the
apt-get like this:
rsync -a /var/lib/rpm /tftpboot/node_root/var/lib/
2. Then I run this:
apt-get -y --reinstall -o RPM::RootDir=/tftpboot/node_root/ -o
RPM::Install-Options::=--force -o RPM::Install-Options::=--nodeps -o
RPM::Install-Options::=--noscripts install kernel#2.6.8-1.521

But it takes very long time to do that, in a P4 2.6 GHz machine, almost
30 minutes... or more...

However, if I run the followinig in the Fedora Core 1, it runs very
quickly...
rsync -a /var/lib/rpm /tftpboot/node_root/var/lib/
apt-get -y --reinstall -o RPM::RootDir=/tftpboot/node_root/ -o
RPM::Install-Options::=--force -o RPM::Install-Options::=--nodeps -o
RPM::Install-Options::=--noscripts install kernel#2.4.22-1.2199.nptl

How can I solve it ?
