Please just wget into the current directory the src.rpm.  I never liked 
how older versions of apt-get would run "rpm -ivh" and scatter the 
files all over /usr/src/redhat.  Or, if people want to have immediately 
buildable rpms without moving anything around, maybe allow a user to 
execute a Source RPM download and have it install into the ~/.rpmmacros 
defined directory locations.

For build-dep, make sure it's not restricted to the rpm-src trees only 
and that it can grab build dependencies from anywhere.  This would be 
useful for things like mach.  I wrote an auto-downgrade mechanism in 
mach based on the snapshot, but it can be fragile at times.  
Propagating this algorithm to the package manager would be much, much 
better and just leave mach doing the glue together work bringing the 
pieces together.
