Can apt manage packages for a different distro?

Hi,

I guess my request will be rather unusual, but I guess this is still the
best place to try it, so...

We have this lean mean FC2 (soon to be RHEL AS) machine, with huge
storage and plugged to a no-break. It's our perfect choice for our
internal apt-get mirror. The problem is: "client" machines are running
FC1.

I've already managed to write a tweaked apt.conf file that redirects all
packages to a different partition (rather than using standard
/var/cache/apt, /etc/apt etc.), and it seems to work just fine. However,
apt-get uses the installed RPM database as a base for deciding if
packages need to be upgraded. This clearly won't work "cross-distro"
(apt-get "server" running RHEL AS, "client" machines running FC1).

Is there anyway I can instruct apt-get to use a different database for
comparison? (even if I need to generate it on a FC1 machine)
