No such thing exists for apt-rpm AFAIK (I hadn't even heard about 
apt-move until now :), but well .. it seems to be some kind of repository 
administration tool. You might want to look at apt4rpm which is set of 
tools to help deal with apt repositories (http://apt4rpm.sourceforge.net/)
